According to a recent poll conducted by The Heartland Institute and Rasmussen Reports, one in every five people who cast mail-in votes during the November 2020 election confess to perpetrating voter fraud.

A poll of 1,085 likely voters revealed that 21% of respondents had cast mail-in ballots during the 2020 election. All states prohibit filling out a ballot for another person, but many allow people to provide assistance with voting.

17% of mail-in voters admitted they voted in a state where they were no longer a permanent resident, and 71% signed a ballot or ballot envelope on behalf of a friend or family member. Ballots cast by non-permanent residents or fraudulently signed are to be invalidated by election officials.

More than 43% of voters cast their ballots by mail in 2020, a historical record. 10% of respondents said they know a friend, family member, co-worker, or other acquaintance who has admitted to casting a mail-in ballot in a state other than their state of permanent residence. 8% of respondents were offered “pay” or a “reward” for agreeing to vote by a friend, family member, or organization.

The margin of sampling error is +/- 3 percentage points. James Taylor, president of The Heartland Institute, emphasized the importance of implementing forward-looking fixes to election rules and procedures that currently allow and encourage fraud.
